report - @livertigo: If you are a beginner, there are numerous tutorials on line to create simple ASP pages. A lot depends on the content you want to offer on your site, how the databases are setup and a lot of other variables. Do you just have the domain registered for now or do you have an active website up and running? If so what is the current format and coding language?
report - @livertigo, this is a good idea that you wanted to make/ create your website in ASP. But for doing this job, it is required Microsoft .Net. After installing Visual Studio either you can use VB.net or C# while it is necessary prior to set a database like Sql Server/ Oracle or other etc. Are you working as a team member or a team leader ? If this is your office, you can get help from your higher management for expenses etc. Lot of things are also there. More information can be helpful.
report - @livertigo: You might want to check to see what tools are available from the company that is going to host your site. They may have specific tools and requirements for things like data base set up. Not all hosting site support all database formats so you may want to check this out before you start. They may also have different ways for uploading and testing your code. Personally I like Visual Studios for development.

I tried the snippet below but it reads the contents of the file instead of opening the file:

or if file is being downloaded you can use the folling code;
If you want the file to be opened on the client side,Create an HTTP Handler and set the appropriate mime type on your response before streaming it out from your handler.
